The studio was a small R & D office in charge of research playing styles and techniques of Western development (by hiring a handful of Americans and observe how they work / think / work).Releasing games was not the main goal, but it was planned as a side effect. The internal prototypes could be polished and sold as low-cost software, while such research projects are normally not for public consumption.
With the acquisition of Eidos, this goal has become redundant (Eidos tech guys are advising Japanese developers now. They also happen to be veterans of the industry and not fresh recruits as people face in their office Los Angeles), so it is hardly surprising that they 'have suspended those plans.
I think they made a game of Cowboy Bebop, but it was canceled or something (-_-'). Ideally, it would be for such a great game.
